SUMMARY :
This bill requires, until January 1, 2003, the State
Superintendent of Public Instruction (SPI) to allocate funds to
regional occupational centers and programs (ROC/Ps) that provide
instruction to pupils who are incarcerated and enrolled in a
county juvenile court school or on probation and enrolled in a
county community school.
FISCAL EFFECT :
Appropriates $2.8 million GF (Prop 98) to the SPI. The 1999
Budget Act does not contain funding for this program.
COMMENTS :
1)Purpose . This bill allows ROC/Ps to receive funding for
services to students in juvenile court schools or on
probation. Most of those students currently receive their
basic schooling through the county community schools. This
bill allows the additional vocational program to be funded
only if the student also attend a minimum day program in the
county community school.
2)Current Practice . Average Daily Attendance (ADA) of pupils in
juvenile court schools and probation referred pupils in county
community schools are supported with a $7,175 per pupil
revenue limit that recognizes the special costs associated
with delivering instruction in a secured setting. The
statewide average revenue limit in ROC/P programs is currently
$2,750. Under the provisions of the bill, ROC/P ADA
reimbursement can be claimed in addition to a community school

revenue limit on the same day provided the pupil attends at
least 240 minutes of non-vocational or occupational
instruction in the county school.
